	Game Environment: 90 card library limit, no card limit, post 7/7/98 RTR.

	The most effective of the Bruise and Bleed type decks.
	Still works very well, even with the adjustments to Thoughts Betrayed.
	You can use the Govern's offensively or defensively.  You always have
	the threat of a bleed for 4 with the Conditionings, so your prey will
	usually have to start blocking you.  When they do block you, use
	the Thought's Betrayed and the Traps to burn their minion.
