Small Town

1. Every Meth. start with only 20 blood and the Bank starts empty.
So the only blood in the game is 20 per Meth.
(Low Population=Low Blood)

2. Only 1 location can be in play. (With only a few building in
town how many should vampires control. The location with the higher
blood cost is choosen. A location with equal blood cost can't be brought
into play. Any Meth. can use their Master phase and 2 pool to burn the
current location. Pool and Blood are considered equal, so if a hunting
ground is in play nobody can play a palatial estate. The Elysium or The Rack
will only last until some body decides to put an Elder Library there and that
will only last until a hunting Ground is in play.

3. Only Primigons and Bishops have votes in vote actions. Princes,
Justicars, Inner Circle members, Archbishops, Cardinals and Prisci don't
dabble in the affairs of small towns. The exception is a Bloodhunt, a
criminal in Hicksville is still a criminal. All titles but Primigon and
Bishop are effectively lost, cards that required other titles can't be
played (a prince of Boston has no say or Domain in a farming community).
