Game Environment: 90 card library limit, NCL, post 12/6/99 RTR.

I was challenged to play a Tzimisce voting deck, and
this is what I came up with. It takes a pretty much cookie
cutter approach, 24-25 combat cards, 12-14 master cards,
28-30 political actions, 5-7 bribes. It plays very similarly
to the Tremere Antitribu vote deck.
